Top Five Things to Know About the New GSA Health IT SIN

Early this summer, the General Services Administration (GSA) is expected to release a new Schedule 70 Health IT SIN dedicated to offering Health Information Technology services, software, and products to federal agencies.

Federal Health IT spending obligations were $7.5 billion in fiscal year 2015, so contractors need to be ready to take advantage of this lucrative market. Here are the top five most important things to know:

1. Schedule 70 Health IT SIN – Who Can Reap the Most Benefit

This SIN was established to directly correlate to Health IT in compliance with the Federal Acquisition Regulation (FAR). As of now, GSA is keeping the scope of the SIN broad to include hardware, software, and services that relate to enhancing healthcare access and quality.

The creation of this SIN by GSA signals a new trend that will likely be most beneficial for healthcare IT companies looking to get on more Government-Wide Acquisition Contracts (GWACs) or looking to increase their government sales through a new direct avenue to sell their products/services.

2. Advanced Planning is Key

If your business is planning to sell through this SIN, it’s important to start preparing now. Once GSA officially releases this SIN, it will be available to add to contracts as a modification on a rolling basis, and it can be expected that many companies will be acquiring this SIN due to the projections for obligated funding. Considering there may be a lot of competition, the more you educate yourself on the requirements now, the better you’ll be able to position your organization for success.

Important dates to remember:

June 16, 2015 – GSA Released Schedule 70 Request for Information (RFI) on Federal Business Opportunities (FBO) website
January 29, 2016 – GSA released their final RFI on FBO
April 22, 2016 – GSA to publish a draft solicitation to GSA’s IT Schedule 70 Interact webpage
May 30, 2016 – GSA to launch the final solicitation update with the new Health IT SIN

3. Requirements to Add the New Health IT SIN

As with any SIN or GSA Schedule, there are requirements to be followed when applying for a contract modification or acquisition. Organizations providing services will likely have a few more requirements than organizations offering software or products, but either way, GSA will require you to submit:

  • Pricing Support (i.e., invoices): You will be required to show GSA that you’ve sold the products or services you’ll be adding to this SIN previously through your commercial business.
  • Relevant Project Experience: This is a description of the products or services you’ve provided to customers previously, and with a Schedule 70 contract, you will typically need to provide at least three examples.
  • Description of Proposed Services and/or Products: For services, for example, you’ll need to list in the labor category: title, level of education, experience and functional responsibilities.
  • Commercial Sales Practices Format Sheet (CSP-1): This document captures who you’ve sold to in the past.
  • Proposed Pricing Details: A spreadsheet within the solicitation, once it’s released, detailing the commercial rates of services, products and proposed discounts, will need to be completed.
  • Applicable NAICS Codes listed in SAM.gov: Every contractor is required to have at least one NAICS code that’s applicable to the SIN listed on their SAM.gov registration. GSA has not yet issued the NAICS code that will be applicable to this SIN. If you want to modify your contract to have this new SIN, then you will need to make sure that at least one of the NAICS codes is listed on your registration once it is released by GSA.
4. Don’t Overlook Partnering Opportunities

For companies that do not currently hold a GSA Schedule, the quickest and easiest way to be able to sell through this new SIN will be to partner with an existing Schedule 70 contract holder. Partnering can help decrease businesses expenses, accelerate speed-to-market, and mitigate overall compliance risks.

Small businesses are also expected to succeed in this arena as awards in Health IT have typically exceeded federal agencies’ goal of 23%. This not only bodes extremely well for small businesses, but also provides opportunities to work with large/prime contractors seeking partners to leverage their small business designations.

The federal agencies currently spending the most on Health IT-related products or services are the Department of Health and Human Services (HHS) and the Department of Defense (DOD). If you are seeking a partner, it may be advantageous to seek an organization with past performance with either of these agencies.

5. Associated Regulations and Laws

All offerors on this SIN will be expected to comply with federal regulations, such as:

  • Health Information Technology for Economic and Clinical Health (HITECH) Act
  • The Health Insurance Portability and Accountability Act (HIPAA)
  • The Food and Drug Administration Safety and Innovation Act of 2012 (FDASIA)
  • The Affordable Care Act (ACA)

If your company does not have significant experience with this industry, it will be necessary to research and educate yourself on these regulations to prevent running into any issues with future solicitations.

As the date for the release of this SIN approaches, it will be important to stay up-to-date on the latest news.

NETWORKING: HIMSS NCA Board Nominations Open

We get the question often about how and which organizations to get involved if you are trying to grow business in the Fed Health IT sector and, as this recent survey clearly indicates, HIMSS NCA remains the top local group to participate in.  

The Healthcare Information and Management Systems Society (HIMSS) is the preeminent global Healthcare IT not-for-profit organization, but what makes the HIMSS National Capital Area chapter so valuable is their dedicated focus on the Federal Health IT sector.    

HIMSS NCA announced this week that they are opening nominations for their executive board (details below). This is a volunteer led organization and the opportunity to help drive the agenda and network with leading Federal Health IT executives ensures that beyond just being a good member of the community, the time spent volunteering has a real return on investment. Whether you opt to pursue a leadership role or not, any firm who has a large Federal Health focus should think about having someone from their organization involved on one of the committees. ANALYSIS: CIO-SP3 SB – First Impressions

Earlier this month, NITAAC released the long awaited CIO-SP3 SB On Ramp, which is an opportunity for small business to get a prime seat at the table for the remaining five years of this $20B GWAC. While many firms were out in front on this, NITAAC had hinted at some tweaks to the original solicitation. Our friends at Red Team Consulting were kind enough to take first pass at the RFP and included here is the “Red Team Take” as to the primary changes you may want to be aware of. Original RFP – Task Area 1 and minimum of two others for HubZone, SDV, and 8(a) for total of three Task Areas. Task Area 1 and minimum of three others for all other small businesses for a total of four Task Areas.

Updated RFP – Task Area 1 and minimum of three others for HubZone and SDV for a total of four Task Areas. Task Area 1 and minimum of five others for SB ad 8(a) for a total of six Task Areas.

Red Team Take – This is a huge increase especially for those companies that were planning to bid the minimum number or a lower number overall. Some companies will need to scramble now to increase the size of their CTA in case they are unable to meet the minimum Task Areas as a standalone prime or with their existing CTA primes. Those that were planning to bid all 10 or over 6 are not impacted.


Original RFP – Maximum of five past performance. Limit of 20 pages.

Updated RFP – Maximum of three past performance. Limit of 5 pages

Red Team Take – This makes sense and actually limits the number of past performance that NITAAC may eventually need to evaluate.


Original RFP – No more than 30 pages for the Technical Capability Section.

Updated RFP – No more than 3 pages each for each Task Area proposed.

Red Team Take – This makes sense for NITAAC in that they won’t need to read lengthy Task Area sections should bidders choose to bid fewer than the 10 Task Areas.


Another Major Issue: They removed the reference to “internal resources” in the evaluation factor for Technical Capability. The original evaluation factor was worded in such a way that you could write to your staff’s experience (even if it wasn’t with the company) in lieu of corporate experience. That’s not true anymore. You could claim specific staff or groups of staff in that new table they provide, but you can’t point to their entire experience as being part of your offering.

Red Team Take – The removal of the “internal resources” term in the Technical Capabilities factor potentially hurts those companies that have weaker corporate experience and were planning to rely on any health IT staff they had. The internal resources requirements still remain in the Management Approach section.


Other takeaways:

  • NITAAC has changed some of the ordering of the sections. The prior RFP had the Management and Technical Approach first and Technical Capabilities second. The updated RFP has the Technical Capabilities first and the “Management” Approach second. Any company that created an initial outline based upon the prior RFP will need to do a thorough read and review to update their outlines in accordance to the updated RFP.
  • The Technical Capabilities section now has a sample table which shows bidders how they can score strengths in the evaluation process by spelling out how their experience in the Task Areas can exceed the requirements or are of benefit to the Government.
  • The Technical Capabilities section no longer references the requirement for their quality control process. This is now emphasized more directly in the Management Approach section.
  • NITAAC has provided more detail regarding how they want the proposal outline structured. Make sure you account for all requirements through the use of headings and subheadings to address every single requirement.

Can you be CTA prime on tracks (i.e. SDVOSB, HUB) and be a CTA member (NOT prime) on another submission ( i.e. 8(a) and HUB)? Does that constitute as multiple offers from the same prime and disqualify you? Thanks.

I think you answered your own question – You are a CTA Prime on one and a CTA member on the other. Good question to ask to clarify, but one is a team members and the other is a prime.

G2X TAKE: With a slew of high level confirmed speakers already in place from across DHA and VA programs such as DHMSM, the DoD/VA IPO and the VA Product Management group, it is not surprise that this summit typically reaches full capacity quickly. Analysis: Meet your new T4NG Primes, Part Two

18 months ago, a short 2 months after G2Xchange Health had launched, we published a report with some fairly bold predictions about which new players we thought were well positioned to challenge for award on T4NG, on both the large and small front.

While we identified many of the eventual awardees as part of that report (e.g. Halfaker, TISTA, tiag, Ellumen, HMS, BITS and even that Lockheed (pre-SMS) would buy their way in), we will be the first to admit that we swung and missed in a big way on several of our predictions. That is especially true in the small category, with many of the current awardees not even making it onto our radar.

Over the next few weeks, G2X will break down the New T4NG prime award winners who are certain to be household names within the Federal Health IT community over the course of the next few years.

Last week, in the first part of this series, we identified three small firms whom we recognized very early on that we had missed, but, in hindsight, were clearly well positioned. Today, we highlight three more firms who we should have seen coming and just didn’t.

Liberty IT, Herndon, VA

With a leadership team that has more than 120 years of VA experience, it is safe to say that this 3-year old company was not sitting around waiting on the T4NG announcement, but instead spent nearly 18 months strategically assembling a team with deep insider knowledge of Federal Health IT tools, platforms, and systems; and outsider expertise in commercial healthcare, technology and user-centric design. Leveraging experience gained from executing work on 30+ projects across all areas of VA, Liberty was able to differentiate themselves from the competition by expressing their understanding that T4NG is about more than just developing software. As this CMMI Level 3 certified firm prepares to transition from their Agile software development center to a 40,000 square foot facility in Melbourne, FL, it is clear that Liberty is intent on being one of the major players on this important contract and given how far they have come in a short period of time, we wouldn’t bet against them.

Favor TechConsulting, LLC (FTC), Arlington, VA

Unlike some small awardees who are predominantly VA focused, this fast rising Information Management and IT services provider, led by President and CEO, Colonel Vaseal V. Montgomery, US Army, Retired, and former Office of the Surgeon General CIO; maintains a broad set of prime contract work across VA, DHA, CMS, DHS, DoD, and the Intelligence Community. Following her thirty plus years of experience in the Military Healthcare environment, Vaseal made it her personal mission to enhance and improve health care for Veterans, with a focus on progressing EHR interoperability. ”With expertise in all varieties of Agile Methodology, FTC is an active contractor within both OI&T and VHA, supporting Software Development, Data Strategy, PMO Support, and IT Infrastructure Support. FTC has been one of the more aggressive firms on the hiring front as they continue to add key personnel with extensive T4 Prime experience in preparation for T4NG. And given their extensive military and health IT background and perspective, FTC is well positioned to be a major player competing for tasks early on.

Intelligent Waves, Reston, VA

You need to look no further than the leadership team bios for this SDVOSB to recognize that this firm came to win T4NG using very different tactics than the competition. What you won’t find is a handful of established former VA T4 leaders, VA capture experts, or former senior VA executives. While in 2015, Intelligent Waves acquired a prime spot on the 5-year $5.3 billion Commodities Enterprise Contract (CEC) that VA uses to purchase hardware, software, and associated value-added services, you won’t find that their website is filled with past examples of how they have supported VA to solve some of their most pressing IT issues. What you will find is a company who has proven they know how to deliver on challenging programs across the Federal market and whose executive team is dedicated to serving the Veteran community by leading Warriors Ethos, an organization dedicated to providing assistance in the career planning, professional development, and placement of Wounded Service Members, Veterans, and their families throughout their transition. It will be fascinating to see how Intelligent Waves fares early on as they adjust to the T4NG environment, but something tells us that, in the same way they won T4NG their own way, they will adjust quickly and carve their own path to find success.
