Ricardo Osborne, previously serving as the Director of Human Resources Information Systems at the Department of Veterans Affairs, has advanced to the position of Office Chief at the US Coast Guard. Richard also held a pivotal role as the Director of Human Capital Information Systems at the Department of Housing and Urban Development.
