NIH seeking Chief Financial Officer

Duties

Serves as a member of the NIH Clinical Center’s senior executive team and principal advisor to the Chief Executive Officer, Chief Operating Officer, and other senior staff in the financial management/planning/ formulation/execution/evaluation of the CC’s programs.

Serves as senior financial rep, presenting financial info to the CC Governing Board (CCGB), compiling narrative/statistical material concerning CC budget/major program areas in preparation for briefings to NIH/HHS/OMB. Five major duty areas include:

1) Hospital and Federal Financial Mgmt:

  • Plans/directs/coordinates financial mgmt activities; Reviews hospital practices and assures high standards in end of year purchasing practices, hospital supply purchasing and distribution, financial mgmt and inventory control, and related practices;
  • Directs/coordinates financial mgmt reporting to measure operational pattern against budget plan; includes reports to facilitate financial controls at the CC and subordinate operating levels, and special reports as requested by Congress/OMB/HHS/NIH..

5) Clinical Research Informatics Management:

  • Leads IT program via the Dept. of Clinical Research Informatics supporting 100+ systems/applications/maintains a 700+ server Data Center; Develops IT/systems requirements/plans to support strategic/operational priorities and ensures timely execution;
  • Provides innovative/secure/customer focused IT systems/clinical informatics services/solutions that promote interoperability/inter-system sharing of Electronic Health Records (EHRs)/empower research pioneers/deliver safe and quality patient care;
  • Steers EHR mgmt/partners w/stakeholders who bring patients to the CC w/shared focus on EHR use/improvement; Oversees Health Information Mgmt in the acquisition/analyses/protection of digital/traditional medical info vital to providing patient care;
  • Ensures compliance with HIPAA regulations, to include data encryption/disclosure policies/breach notification plans. Serves as custodian of this information, guarding it from unauthorized personnel and security breaches…
