Responsibilities:
- Lead and manage the overall capture process for assigned opportunities, primarily focused on opportunities released on the VA Transformation Twenty-One Total Technology-Next Generation (T4NG) vehicle.
- Ensure bid, teaming, pricing, and proposal strategies are developed, approved, and executed.
- Facilitate collaborative capture working sessions.
- Learn and understand key GCIO offerings and how they are applicable to our customers.
- Analyze solicitation requirements and develop strategies to address and position for award.
- Work in partnership with the VA Leadership team to align strategies, messaging, and goals.
- Provide training as necessary to team members on the capture process.
- Maintain a forward-leaning posture that is always willing to wear extra hats as needed to help the team submit well-conceived, well-articulated, compelling, and winning bids.
Requirements:
- Bachelors degree and 5+ years related work experience.
- Experience with VA preferred.
- Understanding of and experience with procurement practices including basic understanding of FAR requirements and standard solicitation structure.
- Experience with and understanding of VA T4NG vehicle.
- Experience within an IT environment is preferred.
- Ability to support a broad range of captures, from quick turn task orders, to large scale and complex IDIQ or GWAC bids.
- Exceptional writing skills, and proven experience reviewing, writing, and editing capture and proposal content.
- Experience with bid, teaming, and proposal strategy development and execution.
- Proven ability to win proposals in a competitive environment.
