Doretha Owens, an accomplished senior proposal manager and business development professional, with experience leading proposal responses for numerous Federal Government agencies including the Department of Defense, Veterans Affairs, Health and Human Services, Centers for Disease Control and Prevention, and Centers for Medicare and Medicaid Services, has taken on a new challenge as Proposal Management Leader with OptumServe.
Doretha brings skills that include development of marketing and proposal strategy, competitive analysis, lead generation, market research, bid/no bid analysis and recommendation; proposal development and technical writing; proposal training; and management of internal and remote proposal teams.
