HHS adds Executive Director to lead the Grants Quality Service Management Office

Chad Clifford, armed with perspective gained over the past 15 years in support of FEMA’s Office of Chief Counsel, has taken on a new challenge as Executive Director of the Grants Quality Service Management Office within HHS. The Grants Quality Services Management Office (Grants QSMO) aims to help transform Federal grants management by leading the modernization and standardization of the grants management ecosystem Government-wide, which awards almost $800 billion annually.

As a White House Leadership Development Program Fellow Chad led efforts to implement The President’s Management Agenda and Cross-Agency Priority (CAP) Goal 8, Results-Oriented Accountability for Grants.

Prior roles include:

  • Principal Deputy Associate Chief Counsel for Response & Recovery, Office of Chief Counsel – FEMA
  • Acting Associate Chief Counsel for Protection & National Preparedness, Office of Chief Counsel – FEMA
  • Principal Deputy Associate Chief Counsel for Response & Recovery, Office of Chief Counsel – FEMA
