Cecil Soman, armed with over 20 years of experience leading IT infrastructure and production support of medium and large-scale web-based enterprise level applications and client server applications, takes on a new challenge as the Chief of Systems, Operations and Infrastructure with the HHS Health Resources and Services Administration. Cecil had been serving in an Acting capacity since November.
