“The Office of Acquisition and Logistics is responsible for Acquisition Management VA-wide focused on the end-to-end acquisition lifecycle. Responsible for advising the VA Secretary on strategic acquisition activities which effectively drive improvements and lead to VA Supply Chain modernization. Major focus policy/guidance, workforce development, business systems and organizational systems necessary to assure focused management overseeing the VA Supply Chain to include logistics management.”
“The responsibilities include, but not limited to:
- Oversees and directs program activities related to acquisition policy, systems and oversights within the Office of Acquisition and Logistics.
- Manages and oversees critical aspects of the Department-wide acquisition management initiatives, one of the largest in the Federal government. The AED for PPSO is responsible for a full range of programmatic and oversight duties, including formulating VA-wide acquisition regulatory guidance, managing acquisition business systems, performing acquisition management reviews focusing on compliance and risk using A-123 methodologies for acquisition.
- Develop and maintains VA’s Acquisition Regulations (VAAR), which supplements the FAR. Participates as an active member of federal acquisition council to formulate recommendations to update VA guidance related to legislative updates to legislation the FAR, internal VA processes, and other federal directives. Leads efforts to assure VA compliance with Office of Management and Budget (OMB) memorandums, along with other federal federal reporting requirements such as but not limited to the Service Contract Inventory.
- Develop and maintains VA’s Acquisition Regulations (VAAR), which supplements the FAR. Participates as an active member of federal acquisition council to formulate recommendations to update VA guidance related to updates to legislation, the FAR, internal VA processes, and other federal directives. Leads efforts to assure VA compliance with federal reporting such as but not limited to the Service Contract Inventory.
- Plans specific milestones to permit successful monitoring to ensure goals and priorities are met and program activities are controlled, collects data for VA-wide reports in the area of procurement for transmittal to OMB and Congress. Conducts research to improve acquisition activities, to include establishing performance objective and measures. Formulates and implements VA acquisition regulatory and internal guidance assuring real-time content management along with timely publication on the Acquisition Knowledge Portal. Other areas of responsibility include supporting federal “green procurement initiatives.”
- Ensures VA’s acquisition activities complies with Federal laws and regulations, presidential directives, and OMB mandates for the purpose of driving modernization and improving Acquisition Management. Leading the development, maintenance, and continuous monitoring of various programs in PPSO focused on the end-to-end acquisition lifecycle.”
