VBA Office of Business Process Integration (OBPI) Seeking Director

The Program Manager (Director) will lead a division within the Office of Business Process Integration (OBPI), Veterans Benefits Administration. The incumbent serves as a consultant to the Deputy Executive Directors and Executive Director of OBPI in the planning and decision-making process by preparing analysis and comparisons of alternative methods of achieving program objectives that improve delivery of benefits to Veterans, are fiscally responsible, and foster a culture of collaboration.

Responsibilities

  • Providing independent analysis of budget and programmatic requirements to support VBA’s technology investments.
  • Advocates on behalf of the business to align re-engineering efforts, such as automation and artificial intelligence, to funding allocations.
  • Leverages experience with, and thorough understanding of, the multi-year Planning, Programming, and Budgeting Execution (PPBE) process and enable decision-making recommendations to senior leadership.
  • Proactively coordinates and integrates the multi-year planning process with the Chief of Financial Operations (CFO), Facilities, to support the implementation of business capabilities, including business case/needs and requirements for IT investments.
  • Exercises a high degree of program management expertise and managerial competence to solicit, formulate, execute and manage a $200 million system portfolio of new and diverse projects with an annual technology budget of $100 million.
  • Develops, maintains, and continuously improves methods, practices, and standards, ensuring efficacy and stakeholder confidence in modernization solutions.
  • Understands and applies data-driven process improvement methods, such as Lean Six Sigma, internal business processes, analyses, and testing methodology.
