Civilian Health Account Executive/Business Development Director 

“Due to our expansive business growth, Dovel Technologies (Dovel) is currently seeking a Civilian Health Account Executive/Business Development Director.  The Business Development Director will investigate, pursue, and support capture of new business pursuits and critical re-competes involving opportunities within our Health & Emerging Technologies (HET) Business Unit.  The selected individual must possess strong interpersonal skills and proven expertise growing and managing a pipeline of complex technology and domain solutions in the Federal Civilian Health Markets. The position will be located in McLean, VA with frequent travel to customer sites (DC Metro and occasional trips outside of the area) required as needed.”

  • Build and own a pipeline containing opportunities throughout HHS Operating Divisions and other civilian health markets, with particular focus on the FDA, regulated medical product and population health areas that align to Dovel’s core capabilities 
  • Lead pursuits and adhere to Dovel’s Business Development Lifecycle 
  • Provide critical leadership from early capture strategy development through the post-submission phases of an opportunity.   • 8-10+ years’ experience in Strategic Capture, Business Development, or Program Management in relevant markets and/or domains

Senior Capture Manager 

“Due to our expansive growth, Dovel Technologies (Dovel) is currently seeking a Senior Capture Manager to support work at our Rockville, MD and McLean, VA offices.  The Senior Capture Manager will lead and win new business pursuits and/or re-competes and is responsible for the full capture life-cycle of assigned opportunities. These opportunities will be those deemed as Dovel’s most strategic and must win; thus, this is a high visibility position that demands senior level experience and a proven ability to deliver.”  

“The selected individual must be highly motivated, detail-oriented, self-directed and possess strong interpersonal and organizational skills. They must also have a demonstrated history of winning bids of greater than $100M in Total Contract Value (not ceiling), as the designated capture manager/lead.”  

“Responsibilities 

  • Develop and implement capture plans, strategies, and budgets; have a firm comprehension of the customer’s requirements, hot buttons, and issues; understand the strengths/weaknesses of our competitors; and develop/implement winning strategies that highlight strengths and mitigate weaknesses 
  • Develop, organize, and execute capture activities including call plans, gap analyses, and value propositions. 
  • Provide critical leadership from early capture strategy development through the post-submission phases of proposal. “Qualifications 

  • Bachelor’s Degree or equivalent; 10+ years of related experience in capture management 
  • Demonstrated history of winning prime contracts with TCV of greater than $100M. IDIQ/GWAC ceilings or subcontract captures do not qualify. 
  • Leadership skills to develop, organize, and execute significant capture activities, including building industry teams, assessing win probability, ensuring execution of customer call plans to shape acquisitions in order to respond to and win business with new and existing customers. 
  • Demonstrable understanding of all contract types (non-IDIQ, IDIQ – single or multiple award contracts), as well as payment types (e.g., FFP, T&M, Cost-plus)…”

  • Familiarity with enterprise digital modernization and integration, cloud adoption and optimization, and/or advanced data analytics and artificial intelligence 
  • Familiarity with health IT, life sciences, medical product development lifecycle, public safety, and/or grants management
