CMS Industry Tech leader takes new role as COO for Small Business

Dmitry Shkolnik, an information technology professional with a 20+ year career of focused experience in the design, implementation, and management of highly successful project initiatives, including experience supporting CMS’ Healthcare.gov, has taken on a new challenge as Chief Operating Officer with Cogent People, a small business IT services provider. Dmitry joins Cogent People CEO, Raj Oberoi, another former QSSI leader.

Prior roles include:

  • Solutions Architect – Independent Consultant supporting Centers for Medicare & Medicaid Services for Healthcare.gov
  • Director of Technology – Quality Software Services, Inc.
  • Vice President of Software Development – Chesapeake System Solutions, Inc.
