VA RFI: High Reliability Organization (HRO) Support

The purpose of this Performance Work Statement (PWS) is to detail requirements for a Contractor to provide advisory and assistance services (A&AS) to the VHA, supporting and facilitating VHA’s transformation to become an HRO.

The scope of this work will include performance of on-site assessment diagnostics, direct provision of training and support of national HRO training initiatives, analysis of outcomes, recommended implementation plans, execution of implementation plans, recommended sustainment plans, and execution of sustainment activities. Work will be performed at 172 VAMCs identified at ATTACHMENT A. The scope of this work will include training of VHA staff and leaders using video, print, and web-based training materials, including training at formal conferences and training events. The contractor will collaborate with VHA leadership in utilizing and continuously evaluating and improving existing enterprise-level tools, organizational structures and systems, and strategies to facilitate the development and sustainment of safe and reliable care practices with a focus on the pillars of HRO–leadership commitment, patient safety culture, and continuous process improvement–while pushing decision rights to the lowest level.
