VA RFI: Veterans Legacy Memorial (VLM) Project

National Cemetery Administration (NCA) is building an interactive online memorialization solution designed to honor the service and sacrifice of our Nation’s Veterans. This digital memorial space, tentatively named the Veterans Legacy Memorial (VLM), shall allow visitors to honor, cherish, share, and pay their respects to Veterans interred and inurned at VA national cemeteries.

VLM is a presidentially recognized initiative highlighted in the Memorial Day 2018 proclamation. It is of critical importance for VA to successfully develop and conduct a public launch of the VLM platform no later than Memorial Day, May 27, 2019.

The Contractor shall provide a managed solution hosted with the Veterans Administration Enterprise Cloud (VAEC) for VLM.  The major tasks involved with the VLM PWS include the following:

  • Deployment and integration of interfaces for the virtual Veterans Memorial deriving from the VA-provided Application Platform Interface (API) from National Gravesite Locator (NGL)
  • Provide configuration and professional/technical services as needed
  • Provide Operations and Maintenance (O&M) for VLM
