The Defense Health Agency (DHA) intends to award on a sole source basis for: Armed Forces Billing and Collections Utilization Solution (ABACUS) operations and maintenance support services under the authority of FAR 6.302-1. AWARD will be made using GSA Schedule 70; HIT 132-56. ABACUS was originally contracted through the US Army to General Dynamics One Source, and the system is still in use for the next 5 years as DHA transitions into MHS Genesis. Due to the proprietary nature of the system this is a sole source item that will be a task order award to General Dynamics Information Technology.
