In accordance with attached Limited Sources Justification (LSJ), in summary, this modification to award a sole source contract to IBM is for the Decommissioning of the Veterans Affairs legacy 50+ year old Personnel Accounting and Integrated Data (PAID) which is nearing its end of life for system for the two capabilities requested in the PWS. A new HR system provides VA Human Resource Specialists with personnel action processing capabilities, and both HR Specialists and all VA employees with benefits administration and compensation management capabilities.
