VA issues solicitation for upgrade or replacement of existing Technology Transfer software

VA has issued a solicitation that will contemplate both (either) a reconfiguration/upgrade of the current WellSpring (Sophia) TT software system or an altogether new TT software system by another TT software provider, the resultant contract will be a firm, fixed-price contract with a base period and 4 one-year option years (OY) for ongoing system support and maintenance.

The Department of Veterans Affairs (DVA) Technology Transfer Program (TTP) requires the Contractor to design the configuration of a technology transfer environment with the SOPHIA commercially-available product in support of VA’s cradle-to-grave technology transfer (TT) operations.  The Contractor will present the design to the TTP staff and obtain feedback from the TTP staff in an iterative design process to obtain the best design to support TTP operations.  Upon approval of the design by the TTP Director, the Contractor will implement the approved design for TTP operations.  Based on the approved design, the Contractor will, at the very least, configure, update, maintain, secure, structure/store all relevant data/information, clean/correct existing data, provide user support (from 6AM EST to 9PM EST on Monday through Friday with the exception of Federal Holidays) and training, and operate a technology transfer environment in support of VA’s TT operations.

Additionally, dashboards are required to inform a variety of internal VA and external users including, but not limited to the Director of TTP, the TTP staff, any VA employee with an invention to disclose, the Assistant Chiefs of Staff for Research (ACOSRs) and Administrative Officers (AO) at each VA Medical Center (VAMC), the supervisors for any VA employee with an invention disclosed in the environment, the Technology Transfer staffs at the VA’s Academic Affiliates, external patent counsel under contract with TTP, TTP’s marketing firm, the VA’s Office of General Counsel (OGC) staff, and VA senior leadership.
