VA issues RFI for OI&T Strategic Support for the MyVA Initiative

VA has issued a sources sought to identify a Contractor to provide direct support to the Office of the Assistant Secretary for the OIT CIO; specifically technical and information technology subject matter expertise, professional and technical support services, and operational/strategic advice to support the identification and implementation of the CIO and its senior executive leadership strategic vision in modernizing/transforming VA’s IT capabilities.

The Contractor shall perform a study and analysis of VA OIT’s organizational structure with the objective of streamlining and improving its cost efficiencies. The Contractor shall provide all required resources to collect input from appropriate stakeholders, review documents, and conduct discussions with Government and contractor subject matter experts (SMEs) working within the OIT organization as necessary to research, evaluate, document and recommend improvements to OIT’s operations.

The Contractor shall also conduct agency IT operational and strategic assessments of OIT program performance and accountability processes.  The Contractor shall also evaluate OIT’s current governance and management methodologies and provide recommendations to best align with the VA’s business priorities as OIT designs and restructures the organization to more effectively meet organizational goals and improve efficiency. The contractor shall provide assistance in moving VA to frictionless (zero-latency) operations, characterized by appropriate real time response to appropriate triggers in the life of a Veteran and from monitoring VA operations, based on event-driven architecture. The Contractor shall assess OIT’s digital strategy, OIT’s support of programs/initiatives such as, but not limited to, Managed Services strategies, Electronic Health Records Modernization, Financial Management Business Transformation, Appeals Modernization, and other priority VA initiatives.

The period of performance (PoP) shall be for a 3-month base with three (3) additional 3-month option periods.
