MSC Seeks Federal Proposal Manager

Position Summary:

Experienced Proposal Manager who has lead the development of winning solutions for federal RFP/RFQs.  The Proposal Manager will be responsible for working with our management and technical teams to shape the effort, analyze RFP requirements, and oversee/manage the project and the process throughout the proposal lifecycle.  The Proposal Manager will contribute to the full life cycle of BD activities including capture planning.

This is a full-time position with MSC at the corporate office in Rockville, MD.

Essential Job Functions, Duties, and Responsibilities of the Position:

  • Leads proposal management and development for contract vehicle and transactional business pursuits in support of corporate initiatives and our clients’ public sector business.
  • Marshals resources towards developing and delivering winning solicitation responses.
  • Drives proposal activities and teams through full pursuit lifecycle.
  • Leads pre-solicitation responses (RFI, SSN, DRFP).

Requirements of Position (Knowledge, Skills, and Abilities):

  • Bachelor’s degree from an accredited university.
  • 3+ years of relevant proposal management experience.  Federal contracting experience required; experience with NIH preferred
  • Must be able to meet deadlines, commitment to teamwork, attention to detail and follow-through.
  • Experience with writing and editing complex proposal content.
  • Must have a working knowledge of government contracting and procurement processes and regulations.
