Summary
This position is located in the Office of Management (OM), National Institute on Drug Abuse (NIDA).
The Office of Management is responsible for providing a broad range of administrative and management support to the staff and management of the institute’s programs. OM operates under the general direction of the Deputy Director for Management and includes core activities administrative, management analysis, information technology, and financial management or FMB.
Duties
- Direct or perform major formulations and presentations of the total budget of the NIDA, including the extramural research grants, contracts and research training programs, and intramural research programs, as well as the personnel, service and supplies, equipment, and other resources.
- Review reports of obligations to assure that funds are being used for the purpose intended, or made available for the financing of unforeseen requirements, and recommends or directs adjustments necessary to obtain most appropriate balance among programs to accomplish the mission of the NIDA within funds available.
- Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Develop procedures and methods to budget for long-range funding and to meet changing program needs. Issues encountered are frequently unprecedented as they relate to the provision of support for dynamic research programs that employ new and evolving research initiatives.
- Serve as the focal point at NIDA for the analysis, interpretation, dissemination, and implementation of NIH, HHS, OMB, GAO, and Congressional financial policies and procedures.
