VA OAL seeking Associate Executive Director, Strategic Acquisition Management Initiatives

Summary

OAL performance has national implications overseeing strategic activities related to acquisition, logistics, and supply chain management. SAMI responsibilities include assuring the application of proven programmatic best practices throughout the end-to-end lifecycle – Driving enterprise outcomes that align with the VA Strategic Priorities integrating Acquisition Management Program strategies and Enterprise Governance focused on the Acquisition Community starting with the mission area owners.

Duties

This position reports to the ED, OAL, the responsibilities include, but are not limited to:  1) Program Manager – VA AM Program (AMP) which was established to modernize and transform the enterprise AM Ecosystem by implementing measurable, sustainable, and repeatable business practices — improve Veterans Experience and Stewardship;  2) Develop and analyzes long-range plans for the VA AMP, intentionally focused on driving defined outcomes which demonstrate meaningful progress — aligned with federal and VA strategic priorities;  3) Focused on the end-to-end AM lifecycle, duties include assessing and adjusting to changing situations intentionally balancing priorities, values, and other factors;  4) Leading change to reduce non-value-added policies, processes, and practices — garnering incremental improvements and driving change and communication management — Tools to improve compliance;  5) Harnessing emerging technology to address federal mandates, federal/VA acquisition regulatory guidance and internal VA practices/processes, inquiries from Congress, Government Accountability Office (GAO), Office of Inspector General (OIG), VA customers/stakeholders, Industry Partners, and/or other drivers requiring change either small or large scale; …
