NIH RFI: NHLBI Digital Asset Management System

“Background: For the past several years, the Information Technology and Applications Center (ITAC), a branch of the Office of Management of the National Heart, Lung, and Blood Institute, has maintained an on- premises instance of the Cumulus Enterprise application server, a Digital Asset Management (DAM) system provided by Canto. Staff of the Office of Science Policy, Engagement, Education and Communication (OSPEEC), a branch of the Office of Management at the NHLBI are the primary end-users of the Cumulus Enterprise DAM. OSPEEC organizes, distributes and stores NHLBI digital assets in the Cumulus Enterprise DAM, for easier management. Canto stopped selling additional licenses on September 1, 2021 and announced they will end support for Cumulus Enterprise on December 31, 2023. Canto offers a SaaS solution, which is not FedRAMP and does not provide some of the functionality available in the Cumulus Enterprise product. Therefore, ITAC’s objective is to replace Cumulus Enterprise with a new DAM system before December 31, 2023.”

“Desired Outcomes: Successful outcomes of this initiative would be that a digital asset management tool for NHLBI is available for production use at least four weeks prior to the Cumulus DAM end of life on 12/31/2023. Additionally all digital assets currently in Cumulus Enterprise have been migrated to the new DAM tool, and continuity of successful management of the NHLBI digital assets by OSPEEC is ensured. It is critical that the new NHLBI DAM tool meets OSPEEC needs and adheres to the technical and security requirements of the ITAC. The Government expects the vendor will collaborate with other development teams who maintain the NHLBI public facing website https://www.nhlbi.nih.gov.”

“In summary, the following needs to occur prior to the Cumulus end of life date:

  • Selection and configuration of a DAM tool for NHLBI
  • Migration of all digital assets to the new NHLBI DAM tool
  • Migration of users and roles
  • Integration with NIH Login (single sign on)
  • Verified integration with the Drupal WCMS is possible…”
