“TASK ORDER OBJECTIVES
- Support the development and delivery of integrated human capital programs and services to position NIAID for future organization and talent success, developing the next generation of organizational leaders while meeting the workforce needs of today, and planning for the needs of tomorrow.
- Provide expertise in support of short- and long-term strategic human capital planning, organization development efforts and talent management practices.
- Provide thought leadership and expert advice to Workforce Management, Human Capital, Learning and Development, and Organization Development professionals to evolve, transform, and integrate strategic workforce planning, human capital policy and operations, learning and development, and to apply behavioral science technology, research and theory to execute change efforts at all levels of the system.”
“TECHNICAL REQUIREMENTS
…The Contractor shall stand ready to support the shifting volume of work in all of the areas of the human capital lifecycle, and the regularity of the overlapping demand for expertise to include adhoc, short- , and long-term strategic human capital planning; workforce planning; talent development, organization development, and human capital services such as the development of
NIAID standard operating procedures and corresponding training materials, resolution of complex position management challenges, and project management. The contractor shall assist in developing and sustaining a high performing workforce to include performance management, organization assessments, and the transformation of learning and development in NIAID to mirror the future of work. Transformational learning will be applied to leadership, supervisory and employee learning and development programs. The contractor shall support NIAID in building organization and leadership capacity through the use of established and innovative approaches to leadership and organization development.”

The scope of this contract is to provide assistance in support of long-term human capital strategy and talent management practices to plan for, acquire, engage, develop, train, and retain a superior workforce.
These support services will serve to create alignment between the Institute’s strategy, people, systems and processes. While some contract resources are strategically planned in advance, the changing nature of the demands on NIAID’s workforce often foster unpredictability insofar as the use of contract resources daily. Contract support is needed to meet long-term strategic goals, as well as the in-the-moment demands on the workforce, thus dictating the need for a ready, agile cadre of consultants. The Contractor shall support the shifting volume of work in all of the areas of the human capital lifecycle and the overlapping demand for expertise (to include ad-hoc, short and long-term strategic human capital planning); workforce planning; talent development; organization development; and human capital services (such as the development of NIAID standard operating procedures and corresponding training materials); resolution of complex position management challenges; and project management. The contractor shall assist in developing and sustaining a high performing workforce to include performance management, organization assessments, climate assessments, and the transformation of learning and development in NIAID to mirror the future of work. Transformational learning will be applied to leadership, supervisory and employee learning, and development programs. The contractor shall support NIAID in building organization and leadership capacity through the use of established and innovative approaches to leadership and organization development.
The Contractor shall provide support services as described below in the following Task Areas. Services shall be furnished according to individual task orders issued during the contract period of performance. Contractors shall have the capability to perform all activities under Task Area 1 simultaneously.
Task Area 1
Subtask Area A: NIAID Strategic Human Capital (Lifecycle) Planning
The Contractor shall provide support to NIAID’s strategic human capital planning activities
Subtask Area B: Workforce Planning, Analytics, and Reporting
The Contractor shall provide thought leadership and expert advice to NIAID’s Workforce Development professionals to evolve and transform strategic workforce planning in NIAID
Subtask Area C: Human Resource (HR) Internal Operations
The Contractor shall provide thought leadership and expert advice to NIAID’s Human Capital professionals to evolve and transform human resource policy and operations in NIAID
Subtask Area D: Learning and Development and Organizational Development Overview
Recognizing the complexity in NIAID’s dual mandate and the talent and organization capacity needed to flex and respond to emerging outbreaks like the novel coronavirus, the contractor shall provide thought leadership and expert advice to NIAID Learning and Development and Organizational Development professionals to evolve and transform learning to meet the needs of the 21st century workforce; support NIAID in building its capacity for change; enhance performance and effectiveness; and promote group and individual development.
