“The U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Planning and Evaluation (ASPE) anticipates a solicitation in FY 2022 for a task order contract under which the selected firm will produce policy research, analysis, and technical assistance related to the department’s human services programs and issues. The resulting contract will
provide our Office of Human Services Policy (HSP), and possibly other ASPE offices, with a mechanism to produce technical assistance, research, data analyses, policy analyses, and dissemination of the results of these analyses. The work conducted will be of varying scope and duration and will be a mix of shorter, quick-turnaround products and more substantial projects. Deliverables will primarily include technical memoranda, research briefs and short reports, environmental scans, presentations, and meetings of experts to discuss new and emerging policy issues or to review specific deliverables as well as implementing in-person and virtual convenings. As a result of the work conducted, HHS leadership and staff and other federal partners will have timely, actionable research and analysis to improve human services programs and the HHS policies that affect these programs, leading to greater family wellbeing, equity, economic recovery, and economic mobility in the populations HHS serves across federal programs.”
“Under similar contracts in past fiscal years contractors have typically been tasked with conducting between 5 and 20 tasks per fiscal year, often with 10 or more tasks being conducted simultaneously on a wide range of topical areas related to the Department’s human services programs and priorities. Individual tasks have ranged from $20,000 to $500,000 and together are expected to sum to between $1 million and $5 million per year. We anticipate that a contract will include a base year plus 4 option years.”
“In addition to substantive tasks, this contract may also be used to provide editing services and 508 compliance remediation to human services research products developed intramurally by our own staff. The contractor may also be asked to work on topics related to HHS-wide priorities, including but not limited to collaborations with the Administration for Children and Families (ACF), Substance Abuse and Mental Health Services Administration (SAMHSA), Health Resources and Services Administration (HRSA), Office of the Assistant Secretary for Health (OASH), Administration for Community Living (ACL), and the Centers for Disease Control and Prevention (CDC); as well as other federal human services programs at the Departments of Agriculture, Education, Labor, Housing and Urban Development, Treasury, and the Social Security Administration. ASPE staffs the HHS-led Interagency Council on Economic Mobility, which may also be a source for projects under this task order.
