“This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), the Office of the Assistant Secretary for Preparedness and Response (ASPR), Office of Incident Command and Control (ICC), Office of Strategy, Policy, Planning, and Requirements (SPPR), Program Office for Innovation and Industrial Base Expansion (IBx) located in Washington DC.”
Responsibilities:
- Directs acquisition program management activities.
- Manages, administers all aspects of the IBx acquisitions, other transactions, cooperative agreements, and/or grant related programs including the review and approval of all contract actions in coordination with COR Level III duties.
- Develops, implements, and controls contractual, financial, and technical aspects of a project or program throughout designated phases of the acquisition life cycle.
- Oversees the management of cost, schedules, performance, and supportability of acquisition programs, discrete portions of projects, or support activities.
- Works in conjunction with the Contracting Officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be performed by the contractor.
- Provides acquisition program management technical expertise.
- Serves as the IBx expert on program management and procurement issues.
- Provides knowledgeable advice and counsel to SPPR/IBx officials, federal staff and cross-functional team members.
- Develops guidance, and ensures compliance with applicable rules, regulations, and policies.
- Performs various tasks necessary to analyze, evaluate, and improve IBx practices or systems as they relate to acquisition practices.
- Analyzes IBx’ mission, needs and resources to determine how best to utilize procured services to achieve the organization’s strategic goals.
- Participates as IBx’s representative in Departmental, and Inter-agency workgroups to improve procurement practices and project or program management.
- In discharging these duties, where appropriate, the incumbent helps advance IBx’s goal of increasing the economic sustainability of medical manufacturing and distribution through targeted investment in platform technology commercialization and capacities for pharmaceutical and PPE manufacturing, instituting quality manufacturing and “Buy American” incentives, while expanding the emergency reserves of key material for rapid industrial mobilization.
