US Army Sources Sought: SME Medical Capability Development Integration Directorate (CDID)

This is a non-personal services contract to provide concept and capability development, knowledge management, and operations/administrative management support at Fort Sam Houston, Texas, in support of the Capability Development Integration Directorate (CDID), Futures and Concepts Center (FCC).

The Medical CDID determines the required medical capabilities and materiel requirements to enable the Army’s deployable units to provide Army Health System support to our Army in the future. We accomplish this by designing, developing, experimenting, analyzing, evaluating and integrating capabilities, concepts, and requirements across the DOTMLPF-P domains, 10 Medical functions and organizations. The Contractor shall provide subject matter expertise in support of organization four core competencies: 1. Concepts, 2. Requirement Determination, 3. Experimentation and 4. Integration.

The Contractor shall provide:

  • Administrative, technical, and analytical support of Army concept development, experimentation, capability development and evaluation of materiel solution;
  • Modeling and simulation (M&S) support of Army Health System concepts, capabilities and organizations;
  • Input involving force modernization capability development actions across Doctrine Organization Training Materiel Leadership and Education Personnel, Facilities and Policy (DOTMLPF) domains;
  • Operations and Administrative functions in support of the Medical CDID capabilities development mission;
  • Leverage the latest Internet, telecommunications and Knowledge management technologies to provide access to knowledge products and services for the Medical CDID;
  • Senior clinical advisor to review medical and joint clinical concepts, material and medical doctrine in support of Army medical battlefield operational systems;
  • Joint Capabilities Integration Development System (JCIDS) subject matter expert to plan, design, coordinate, write, and edit JCIDS documents for the Army.
