VA RFQ: Special Projects Hosting System (SaaS) for Employee Education System (EES)

“The Contractor shall provide VA EES, access to an Education System outside of the VA firewall. The Contractor shall provide the Education System as a SaaS managed service.”

“The Contractor shall provide a unified LMS and LRS system to deploy learning content with the following:

  1. Single Sign On
  2. Application Programming Interface (API) to export completion data
  3. LRS, to serve as a repository for learning records collected from connected systems where learning activities are conducted.
  4. Support for xAPI specification use in both the LMS and the LRS, including use of the cmi-5 profile
  5. A content server for optimized for deploying learning content that may include multimedia and some server-side scripting (such as PHP or .NET) with at least five TBs worth of hosting space and 2,000 gigabytes a month of served content…
  6. A reporting system that can graphically display, via charts, reports, and customized dashboards, the data stored in the LMS and LRS, such as Microsoft PowerBI or Tableau.
  7. Must be fully hosted on low impact Fedramp-compliant servers outside of the VA firewall
  8. System should be able to support 1,000 concurrent users with a possible 50,000 total users, and at least 50 courses with associated content…”
