“Responsibilities
The Executive Director, Budget and Finance (IT) is located in the Office of Information Technology(OIT), IT Resource Management. The Executive Director (ED), Budget and Finance (IT) reports to the Deputy Chief Information Officer, IT Resource Management, and Chief Financial Officer for OIT and works closely with the Office of Management’s Financial Managers. The responsibilities include, but are not limited to:
- Coordinates assignments with the Office of Management, Deputy Assistant Secretary for Finance, and Deputy Assistant Secretary for Budget;
- Manages the IT Appropriation, Capital Planning and Investment control, manpower, spending plans, and resource documents. The ED, Budget and Finance (IT) researches and prepares associated reports on analytical management issues on IT program initiation and execution and develops processes to address and resolve the issues;
- Provides the Chief Information Officer (CIO), Chief Financial Officer (CFO), Administrations and Staff Offices with comprehensive IT financial evaluations of program status and progress, complete with recommendations for how to optimize utilization of IT financial resources;
- Develops and reports analytical results and associated recommendations to the CIO regarding the potential effects of financial management issues on IT program initiation and execution;
- Manages staffing, budgeting, development, design, security and integration of multi-site application development operations; develops cost effective alternatives for application delivery for all enterprise systems; provides ongoing staff professional training and development and strategic use of outside partners, including other government and commercial entities;
- Develops and implements Department-wide financial IT policy and procedures; ensures adequate automated systems exist to meet the CIO accounting and financial needs.”
