DHA awards Bridge Contract for Policy and Statistical Analysis (PSAS)

“The Defense Health Agency, Contracting Office – Falls Church (CO-FC), plans to award a sole source contract to Kennell and Associates Inc. for Policy and Statistical and Analysis Services (PSAS).”

“Currently the contractor, Kennell and Associates Inc, assists the Deputy Assistant Secretary of Defense (Health Affairs), Defense Health Cost Assessment & Program Evaluation (DHCAPE)/TRICARE Management Activity, and TRICARE Regional Offices in the support of TRICARE and military health system (MHS) contracts. This includes (1) budgeting, pricing and financial analyst support; (2) policy support; (3) lifecycle contract management support activities; (4) contract cost adjustment; (5) reimbursement support; (6) cost certification; (7) information systems/data mining; and (8) educational support, associated with the financing and delivery of the MHS using TRICARE.”

“Only one source is capable of providing the services required at the level of quality required because the services are highly specialized and involve on-going data gathering work that cannot be easily terminated and restarted by another Contractor without significant delays to DHA’s ability to collect critical patient information.”
