VA OSDBU Sources Sought: Procurement Decision Makers Facilitated Analytics, Research & Management Support

The OSDBU Program Support Team is seeking to gather market research on capable industry partners able to enhance the ability of VA Procurement Decision Makers (PDMs) to conduct timely, efficient, and effective market research and to enable sophisticated business-decision making practices through advanced analytics and data management. The Government has prepared a statement of objectives, which provides high-level performance objectives, as a means of facilitating market research through the exchange of information among interested parties at the earliest identification of a requirement. The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements.

A capable industry partner must be able to provide advanced analytics and data management expertise to facilitate the entirety of OSDBUs data management and analytics needs; which supports the VA small business procurement goals program, the Center for Verification and Evaluations (CVE) program, enterprise market intelligence and procurement support functions, forecast of contracting opportunity analytics, and risk management and quality assurance programs. Additionally, a capable industry partner must be able to facilitate the performance of strategic and tactical market research for VA PDMs across the entire agency over a broad range of industry sectors. Lastly a capable industry partner must be able to provide total program and administrative management support for the daily operation of the PST mission areas.
