FEMA recruits longtime MHS and DHA Principal contracting leader

David Colbert, a contract management professional with over 30 years of experience in federal procurement, including time serving as principal contract officer responsible for the acquisition and administration of a variety of agency high visibility requirements of extremely specialized and complex procurements of significant importance in support of health care programs for the Defense Health Agency, has taken on a new challenge as Contracts Specialist supporting the Expeditionary Branch within the Office of the Chief Procurement Officer at FEMA.

Prior roles include:

  • Principal Contracting Officer – DHA
  • Contracting Officer – United States Army/Heath Care Acquisition Activity
  • Team Lead/Contracting Officer – United States Army/Joint Contracting Command Iraq/Afghanistan – Contract Close-Out Task Force Office
