The purpose of this request is to implement an enterprise Electronic Employee Performance Management (EEPM) solution for the Department of Veterans Affairs (VA) that leverages technology to improve transparency, accountability, and agency reporting capabilities while cutting costs and streamlining operations.

The Human Capital Management (HCM) office is requesting a FedRAMP certified SaaS EEPM solution that is ready to manage the VA performance appraisal process for all VA employees.  Currently, the VA workforce is comprised of roughly 390,000 Title 5, Title 38, and Hybrid Title 38 employees.  The requested web-based cloud solution shall contain the five performance management forms used by VA employees along with the corresponding workflows and automatically upload the completed performance appraisal package to the eOPF. In addition to providing SaaS subscriptions, HCM is requesting project management, customized onsite and virtual training sessions, documentation, communications, maintenance and enhancements, and support services.
