VAAA requires implementation and sustainability of the enterprise evaluation tool across the VAAA enterprise.
EET must provide the following services:

- Automation of talent development reporting standards that is web based (dashboards, scorecards, executive reporting)
- A benchmark database of over one billion data points
- Comprehensive reporting of minimum 150 report outputs and dashboards with a minimum of 25 widgets
- Prefer a SaaS
- Conference evaluation capabilities
- Provide Kirkpatrick s level 1-5 predictive assessment
- Data visualization capabilities
- Capable of mobile data collection and reporting
- Capable of automation of evaluation and analytics function to industry standards-based Learning Management Systems (LMS)
- Provide customer service support
- Technical support
