VA RFI: Office of Enterprise Integration Enterprise Data Management (EDM)

The Department of Veterans Affairs (VA), Office of Enterprise Integration (OEI), Data Governance and Analytics (DGA) requires professional support services to assist VA Chief Data Officer with the discovery of data, development of conceptual and logical data models and their corresponding dictionaries. This effort shall include the standardization of terms and definitions, management and audits of the VA Enterprise Architecture Repository and the corresponding validation, development and/or updates of business processes to facilitate the identification of data concepts and their prioritization. In addition, the Contractor shall provide system architecture support to facilitate the data discovery. The Contractor shall provide recommendations for the improvement of data governance and data management as it pertains to data discovery and architecture.

This effort will provide OEI Chief Data Officer with the technical staff expertise to undertake its objectives in three (3) major areas of Enterprise Data Management (EDM) responsibility:

  1. Business Process Modeling
  2. Data Architecture Management
  3. System Architecture management

These responsibilities require working with the different Administration’s business and data architects’ team, data stewards, OI&T’s business partners and other stakeholders both internal to the VA and external, such as the Department of Defense (DoD), to establish and instantiate enterprise data management strategy, methods, standards and governance that directly affect VA affiliate health, benefits and safety.

This PWS is focused on the effort to secure data architecture support to facilitate uniformity and awareness of VA data assets in support of the business processes and systems exchanges to address the data challenges of the department.
