CMS Enterprise Data Systems Modernization RFI

CMS is issuing this Request for Information (RFI) to evaluate the functionality and associated services currently provided by legacy data repositories, evaluate the program needs and audience they support, and to propose and potentially implement modernized repositories, including software products and service capabilities. Of particular interest are innovative solutions with proven performance in commercial and Government sectors in completion of projects of relevant scope.  We have begun analysis of the usage of the current legacy systems and have lessons learned listed in the appendix.  We would like to hear from the industry on how they implement IT modernization efforts, especially how to balance the cost/benefit of retiring or rewriting the legacy systems.
