VA to rely more heavily on internal OI&T expertise for EHR Modernization

“… Committee members asked why VA had spent more than $200 million less than budgeted in 2018 as its 10-year estimate for the project jumped from $15.8 billion to $16.1 billion. Windom said the added cost reflected salaries of VA employees that weren’t included in a hurried first estimate.”
