Robert Coen, who has been serving as GSA FEDSIM Strategy Director and EXPRESS Director, has taken on a new role as Program Manager for GSA OASIS, a set of multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that are intended to provide flexible solutions for complex professional services.
