VA issues RFI for Employee Relations (ER)/Labor Relations (LR) system implementation

VA has issued an RFI in order to “implement an enterprise Employee Relations (ER)/Labor Relations (LR) system to improve agency standardization, tracking and reporting metrics. Additional benefits of ER/LR case automation include; enhanced visibility across the enterprise, enhanced efficiencies through a reduction in paperwork, elimination of homegrown systems and an automated workflow to increase accountability.”

“The Human Capital Systems and Services (HCSS) office, is seeking a contractor, who will have the capability to provide SaaS licenses, system configuration, training, documentation, and help desk services for eCase ER/LR apps. The VA is requesting SaaS licenses for up to 45,000 portal users and up to 1,000 case workers. The contractor selected would be responsible for hosting eCase ER/LR Apps in a FedRAMP certified cloud environment to ensure compliance with stringent FISMA and NIST standards, decrease costs and accelerate deployment. The contractor will also be responsible for gathering system requirements, and configuring eCase ER/LR Apps to meet the needs of VA in addition to providing Tier II and III help desk support services.”

“The Contractor shall provide all labor, supervision and all other resources to configure, deploy and maintain a FedRAMP certified cloud eCase ER/LR Apps SaaS solution for the duration of the contract. eCase ER/LR Apps shall be configured to meet the needs of VA within 6 months of contract award.”

Responses are due by May 29, 2018.
