Small Business interest creates need for sole-source extension of current CMS MIDAS services

CMS has issued a J&A related to its Multidimensional Insurance Data Analytics System (MIDAS) noting an eight (8) month sole source task order to serve as a bridge to continue the MIDAS services until the requirements can be re-competed under a new task order.

The existing MIDAS contract was awarded to IDL Solutions/CACI on September 27,2011 as a Cost-Plus-Fixed-Fee (CPFF) task order, which was previously modified to allow for a six-month extension from September 27, 2017 through March 26, 2018. This extension pushed the possibility of a contractor transition to the March 2018 timeline to allow all fixes for the November- December 2017 Healthcare.gov open enrollment period to be implemented and ensure full functionality before the MIDAS O&M work transitioned to another contractor.

The need for a sole source task order is due to the large amount of interest from the small business community in the upcoming new MIDAS task order award, which has delayed the finalization and approval of the acquisition plan (AP) and release of the final solicitation.
