HHS PSC issues presolicitation related to Debt Management Collection System Support

HHS’ Program Support Center has issued a presolicitation related to Debt Management and Collection System Support.

This requirement is to provide severable professional system operations and maintenance (O&M) and daily support services for the Department of Health and Human Services(HHS), Program Support Center (PSC), Financial Management and Procurement Portfolio (FMP), Accounting Services (AS), Debt Management and Collection System (DMCS). This contract will serve as a vehicle to manage and report thousands of accounts and loan receivables due from the public that FMP is required to monitor by legislative mandate. In addition, this contract shall obtain services needed to maintain and support the day to day operations of the DMCS application code, database, and hosting architecture at a third-party server/hosting facility. This will also include the O&M for the entire DMCS application and database.

This is a commercial requirement being competed as an 8(a) set-aside. It is anticipated to be a 5-year award with a 12-month base period and four(4) 12-month option periods.
